Idempotent processing allows previously encountered operational information to be processed again without treating repetition itself as a new operational fact or a new external fiscal effect.
Processing Boundary
Idempotency applies when operational information associated with an existing operation is encountered again during continued processing, recovery or later observation.
The processing boundary is defined by the identity and information already established for that operation. Repetition alone does not establish a new operation or a new fiscal outcome.
Repeated Information
Repeated information is interpreted in the context of what is already known about the operation. Its recurrence does not, by itself, constitute additional evidence of success, failure or fiscal completion.

External Effects
An external fiscal effect requires an applicable fiscal action; it is not created merely because operational information is encountered again.
Repeated information is not itself an instruction to issue, submit or otherwise repeat a fiscal operation.
Recovery and Reprocessing
Recovery restores the durable information available for an operation. Reprocessing applies the processing guarantees defined here when that information is encountered again.
If an operation remains unresolved after recovery, reprocessing preserves that condition unless additional evidence establishes a different operational state.
Durability provides continuity across interruption; idempotency governs how that continuity behaves under repetition.
