Operational monitoring represents observable fiscal and operational conditions without participating in fiscal execution. It provides visibility into document progression, authority outcomes and operational processing.
Monitoring Scope
EventFlow FE monitoring covers observable conditions produced during fiscal execution and during the independent operational processing of evidence originating from that activity.
Monitoring is descriptive rather than authoritative. Fiscal authority outcomes represented through monitoring remain those established by SIFEN.
Observable Operational Signals

| Durable continuity | Previously established operational information remains available across independent runtime executions |
| Recovery | Previously established durable information is available after restart |
| Repeated processing | Previously encountered information remains identifiable as repeated information |
| Failure isolation | An observed condition remains attributable to its fiscal or operational domain |

Monitoring Boundary
Monitoring information represents observable system conditions; it does not replace the fiscal state established by EventFlow FE or the authority outcome established by SIFEN.
